Positive Changes to Budget Call for Fiscal Year 2011

Palikir, Pohnpei (FSM Information Services): December 4, 2009 - The FSM National Government is changing the way it does its budgeting process. Starting with FY 2011, President Mori has begun requiring all departments, agencies and offices to use a new method, based on performance and outcomes, to create budgets for the upcoming fiscal year.

In the Budget Call for FY 2011, President Mori has indicated that there are several changes to the budget submission process and new information will be required for submission for 2011. All of these changes can be traced to an organizational shift toward performance measurement and management. Past budget calls have basically focused on the cost of operations and not on performance or outcomes. The FSM National Government (FSMNG) has been working towards implementing an outcome based management and budget system.

The goal of this new budgeting system is to focus available resources, both financial and human, towards achieving specific government outcomes. The process is lengthy and will take a significant amount of time to implement. The 2011 budget submission will begin the process of collecting core information that will eventually be used in planning and priority setting.

Each department, agency and office will be required to have; a mission statement, a description of services provided, a list of accomplishments and challenges, a list of major issues to be addressed in the next two years, a list of outcomes and workload/performance measures, a history of employment by job category, and justification for any increase in budget requests for local funds.

The Division of Budget & Economic Management in the Office of SBOC (Statistics, Budget, Overseas Development Assistance & Compact Management), will provide training on both how to use the submission BPS and on submission requirements. The training will include guidance on mission statement creation and on creating performance and workload measures. Training will be conducted on December 17, 2009 at the Central Facilities Building, Palikir for the entire FSMNG. All budget submissions are due by January 15th, 2010.
